This indicator includes all costs related to the entire health system, such as medical services, pharmaceuticals, medical equipment, and healthcare worker salaries. Both private and public expenditures are included, and this is an important indicator showing the scale of a nation's economic investment in healthcare.

There are multiple reasons why this indicator is important. First, it reflects the health status of the population and access to healthcare, and is closely monitored as an important element of social development. Second, since healthcare expenditure has a significant impact on the economy, policymakers can understand the economic size of the healthcare sector through this ratio. Additionally, it enables international comparisons and reveals disparities in healthcare investment between developed and developing countries. Furthermore, in aging societies, increases in healthcare expenditure are inevitable, and tracking this trend is essential for fiscal planning.

As a general trend, healthcare expenditure as a percentage of GDP in developed countries is relatively high, with the United States at approximately 17-18%, the highest level in the world. European countries remain stable at around 9-12%, and Japan also maintains a high level of around 11% by global standards. In contrast, low-income countries tend to remain at 3-5% of GDP. Globally, healthcare expenditure continues to increase due to aging populations and rising incomes, with this trend being particularly pronounced in emerging markets.
